Enterprise Singapore was founded by the merger of International Enterprise Singapore (IE) and SPRING Singapore. It integrates the functionality of IE Singapore and SPRING Singapore. SPRING Singapore was responsible for helping start-ups and SMEs in financing, skills and management development, technology and innovation. It was the national body for standards and accreditation that helped companies meet international standards and compliance requirements. International Enterprise Singapore promoted international trade and helped Singapore companies expand internationally. On February 5, the Singapore Parliament passed a law on the appointment of a new statutory board of directors. In a second reading on the same day, Singapore Minister for Trade and Industry S. Iswaran said: Companies need to innovate and hone their skills in order to successfully enter overseas markets. Similarly, going abroad creates scale, momentum and opportunities for businesses to acquire new skills and expertise. Therefore, IE and SPRING features and operations need to be integrated into Enterprise Singapore in a timely manner.

The council is involved in the development and management of accreditation schemes that support Singapore's strategic initiatives such as market access, security and health and safety. We also manage the Good Laboratory Practice (GLP) compliance program, which ensures that institutional processes and laboratory research comply with international standards.
